On a point of Order. I should like to know the: limits within which this Debate can be conducted. My right hon. Friend has been criticising the administration in Ireland, and referring to the administrative difficulties in Ireland. That, I understand, from my knowledge of this House, is within the limits of order on the Consolidated Fund Bill, but I have always understood that it was quite impossible on the Consolidated Fund Bill to discuss a question of policy which would involve legislation. I only want to get your ruling, Mr. Speaker, because if my right hon. Friend takes up this line of discussion, I should have to follow him, and then we might find ourselves discussing questions of legislation quite outside the purview of the particular Bill which we are engaged in at the present moment.
