The Organization for Security and Co-operation in Europe's Office for Democratic Institutions and Human Rights (ODIHR) made a preliminary statement on 2 October which noted that the Georgian parliamentary elections were largely free and fair, although certain key issues remained to be addressed. ODIHR plan to issue a comprehensive report, which will include recommendations, in December 2012. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs made a statement on 3 October which welcomed ODIHR's preliminary assessment and which noted that the elections marked a significant step forward in Georgia's democratic development.
