To ask Her Majesty's Government what guidance they will issue to local authorities with reference to possible local connection rules applied to the replacement for the discretionary social fund.

The Department for Work and Pensions is not planning to issue any guidance to local authorities with regard to local connection rules. From our many discussions with the Local Government Association and individual local authorities, we are assured that they are well aware of their existing duties in regard to local connection issues.
