To ask the Secretary of State for Energy and Climate Change

(1) what assessment he has made of the effect on jobs and business of recently announced changes to subsidies for loft insulation and cavity wall insulation;

(2) what the impact on the Green Deal will be of recently announced reductions in subsidies for loft insulation and cavity wall insulation; and what consideration he has given to providing a transition period prior to the changes coming into effect.

We currently estimate that Government programmes to promote energy efficiency will support around 65,000 insulation sector jobs in 2015, which represents an increase from the present total of 27,000 jobs. The existing Carbon Emissions Reduction Target and Community Energy Saving Programme schemes will transition to the new Green Deal and Energy Company Obligation (ECO) at the end of 2012. The recent public consultation on Green Deal and ECO included discussion of issues relating to the transition between CERT/CESP and Green Deal/ECO. We are currently considering responses to the consultation, and consideration of the impacts of transition will be included in the final version of the impact assessment accompanying the Government's response.
