The state is weak with limited capacity in the Democratic Republic Congo. The system lacks transparency and accountability and corruption is endemic. The humanitarian situation is one of the most enduring globally. Conflict, malnutrition and disease epidemics render the population vulnerable with millions in need of emergency assistance.
