Lord Bach (Parliamentary Under-Secretary, Ministry of Justice; Labour)

The purpose of Section 54 of the Political Parties, Elections and Referendums Act 2000 is to put in place eligibility requirements and other controls which apply to those who make or receive political donations.

These requirements and controls stem from the recommendations made in the fifth report of the Committee on Standards in Public Life (the Neill report) and the Government's response to that report.
