John McDonnell (Hayes & Harlington, Labour)
To ask the Minister of State, Department for Transport what proportion of the proposed efficiencies agreed between Network Rail and the Office of the Rail Regulator for the period 2009-14 are expected to arise from reductions in staffing.

Chris Mole (Parliamentary Under-Secretary, Department for Transport; Ipswich, Labour)
It is for Network Rail to decide how it achieves the efficiency improvements which the Office of Rail Regulation factored into its determination of the company's access charges for the period 2009-14. The Office of Rail Regulation will provide assurance that Network Rail's approach to achieving these efficiencies will also enable the company to continue to improve safety and performance and to increase capacity.
