To ask the Secretary of State for Communities and Local Government whether energy performance certificates will be required for rented accommodation.

Article 7 of the EU directive on the energy performance of buildings requires an energy performance certificate to be made available to the owner of a building, or by the owner to the prospective buyer or tenant, when the building is constructed, sold or rented out. The deadline for implementation of Articles 7 to 10 of the directive is 4 January 2009. The Government are engaging with stakeholders in the private and social rented housing sectors on the best way to transpose those elements of the directive into domestic law.
