I just want to ask for guidance. When a member has indicated opposition to a specific statutory instrument, is it really appropriate that they should all be taken en bloc? Would not it be more appropriate for the issues to be separated?

I shall ask the Parliamentary Bureau to consider that. At the moment, however, all I can say is that there was one motion and I had to put the question to the chamber. I take your point and it is something that we will look into.

On a point of order. In view of the passing of the motion on committee restructuring, will you reflect on rule 9.6.1 of the standing orders and tell us how you see it operating in relation to committees with precisely the same remit? It occurs to me that that rule is by no means clear.
