Sir Alan Haselhurst: ..., it should be on a voluntary basis. I do not see why local authorities should not be encouraged to experiment with the idea of running courses in community service for young people. I also commend the Trident scheme which combines community service with work experience and self-development activities in an imaginative and useful way.
