Written Answers — Environment Food and Rural Affairs: Rural Areas (30 Oct 2008)

Huw Irranca-Davies: ...future. DEFRA has signed up as a formal delivery partner for the following six PSAs: Olympics; Housing; Child Poverty; Regional Economic Performance; International Poverty Reduction; and Counter-terrorism. It is a requirement for all new policies and programmes to be subject to an impact assessment which includes rural proofing.

Public Bill Committee: Northern Ireland (Offences) Bill: Clause 1 - Offences to which the Act applies (6 Dec 2005)

Huw Irranca-Davies: Perhaps my hon. Friend will refer to clause 19(1) under which “‘terrorism’ has the same meaning as in the Terrorism Act 2000”. Does not that clarify the matter?

Public Bill Committee: Northern Ireland (Offences) Bill: Clause 1 - Offences to which the Act applies (6 Dec 2005)

Huw Irranca-Davies: Perhaps I was not quite specific enough previously about cross-referencing clause 1 to clause 19, on interpretation of the Bill. The latter   clause states clearly that “terrorism” has the same meaning as in the Terrorism Act 2000. That seems quite clear.

Public Bill Committee: Northern Ireland (Offences) Bill: Clause 1 - Offences to which the Act applies (6 Dec 2005)

Huw Irranca-Davies: I thank my hon. Friend for giving way. I am sure that the hon. Member for Montgomeryshire did not intend in any way to mislead regarding the Bill, where it states, “in connection with terrorism and the affairs of Northern Ireland”. It is not “or the wider affairs of Northern Ireland”. Now, while everything that we pass on to the statute book is subject to...

Public Bill Committee: Northern Ireland (Offences) Bill: Clause 1 - Offences to which the Act applies (6 Dec 2005)

Huw Irranca-Davies: ...from the hon. Member for Lagan Valley (Mr. Donaldson). Does he accept that individuals involved in collusion will fall under clause 1(1)(a), which includes the phrase “in connection with terrorism”, but that they may not fall under the clause as it would be amended by amendment No. 111, which would leave out “(whether committed for terrorist purposes or not)”? If he...

Middle East Peace Process (23 Nov 2005)

Huw Irranca-Davies: ...", says the great warrior, the man who built the settlements, "is to create a base for a peace agreement in which we will create the permanent borders of the state while demanding the cessation of terror. The disengagement from Gaza gave us a historic opportunity. I don't mean to miss it." I am sure that the Minister already has the endless press cuttings, some of them cynical and...

Iraq (20 Jul 2004)

Mr Huw Irranca-Davies: ...Leader of the Opposition for what he said on 19 March this year: "Whatever my disagreements with Tony Blair, any government that I lead will not flinch in its determination to win the War against Terror, wherever it has to be fought." I commend him for saying that, but the word "flinch" is interesting for those who study linguistics. Its origins are French, and it can be used in the sense...

Written Answers — Foreign and Commonwealth Affairs: United Arab Emirates (29 Apr 2004)

Mr Huw Irranca-Davies: To ask the Secretary of State for Foreign and Commonwealth Affairs what joint activity the UK undertakes with the United Arab Emirates on counter-terrorism.

Defence Policy (16 Oct 2003)

Mr Huw Irranca-Davies: ...of NATO, European reaction forces and United Kingdom troops. I welcome the work that the Defence Committee has done on the strategic defence review and the new chapter, in particular the focus on terrorism. That work echoes a new realisation within the UN. I think that Kofi Annan has seen that, despite his opposition to what happened in Iraq. He recognised that there is a case to be made...

Police (Northern Ireland) Bill [Lords] (10 Feb 2003)

Mr Huw Irranca-Davies: ...how painful that path is to follow, but we also see with increasing clarity that it is the right path. This Bill is part of that path, which leads away from the rule of the past and the rule of terror towards social, economic and political stability. If you will indulge me for a moment longer, Madam Deputy Speaker, I want to say that, in May, I also saw two clear images, which impact...

Defence in the World (22 Jan 2003)

Mr Huw Irranca-Davies: ...in the Red sea off Jeddah with a monthly stipend as president for life. Mengistu Haile Mariam, who tortured and killed tens of thousands of people in Ethiopia in the 1970s as part of the red terror campaign, lives in exile in Zimbabwe. The list goes on, including Baby Doc Duvalier, Ferdinand Marcos and Bokassa. Those names fill hon. Members with distaste and revulsion. However, when we...
