- New Member: New Clause 1 — Purchase of tobacco on behalf of children (12 Oct 2009) has video
Philip Dunne: My hon. Friend makes a very powerful case, and I share his abhorrence at the prevalence of smoking. However, the Government's proposal would have implications not only on the capital cost to retailers, as was outlined by my hon. Friend the Member for South-West Norfolk (Christopher Fraser), but on their revenue. The measure would enforce continuing annual losses of trade. Many of the small...
- Opposition Day — [13th Allotted Day]: Rural Communities (Recession) (15 Jun 2009) has video
Philip Dunne: ...the recession; they are closing partly as a result of Government policy. We face the prospect of a tobacco display ban in shops. Many of us—myself included—are not keen on encouraging smoking, but that proposal is based on poor research from international comparisons and a poor level of evidence, and its effect will be to put at risk the survival of many of the small...
- Bill Presented: Health Bill [ Lords] (8 Jun 2009) has video
Philip Dunne: ...that some Conservative Members are. I suspect that almost every Member could bring to the attention of the House heart-rending tales of relatives, friends or constituents who have suffered the effects of a lifetime of smoking. My grandfather died from lung cancer. I have never smoked in my life—I have no intention of taking it up—and I encourage my children not to do so, but I...
- Bill Presented: Health Bill [ Lords] (8 Jun 2009) has video
Philip Dunne: ...offences before a prosecution can be brought. Thus, it seems completely nonsensical to introduce additional legislation precisely to target that user group—the under-18s—and stop them smoking when there is legislation that will have an opportunity to be much more effective in directly addressing the Government's concerns. We should see how that works before introducing this...
- Surface Water and Highway Drainage Charges (Exemption) Bill: Clause 11 — Rates of alcoholic liquor duty (12 May 2009) has video
Philip Dunne: ...no longer represent Shropshire in this House, but I can reasonably confidently predict that they will barely represent Shropshire at the local authority level on 5 June. I, too, voted against the smoking ban, and one of my reasons for doing so was to allow pubs in my constituency to continue to attract customers, many of whom have smoked. Many pubs also have breweries attached to them. I...
- Amendment of the Law: Budget Resolutions and Economic Situation (18 Mar 2008)
Philip Dunne: ...amount to tinkering at the edges and have little significance on the national accounts. Overall, the measures are also regressive. Almost everybody earning less than £18,000 will be worse off under the proposals, particularly if they drink, smoke or drive. The more significant measures have been shambolically introduced. Other hon. Members have talked about the capital gains tax...

- Public Bill Committee: Finance Bill: (Except clauses 1, 3, 7, 8, 12, 20, 21, 25, 67 and 81 to 84, schedules 1, 18, 22 and 23, and new clauses relating to microgeneration) - Clause 6 (10 May 2007)
Philip Dunne: It is a pleasure to serve under your chairmanship, Mr. Gale. As a self-confessed, lifelong anti-smoking crusader, I could not resist the temptation to contribute to this part of the Committee’s proceedings, and to welcome the increases in duty. In my perusal of all the clauses, I have not been able to find any reference to the welcome measure announced in the Red Book of a reduction in...
- Public Bill Committee: Finance Bill: (Except clauses 1, 3, 7, 8, 12, 20, 21, 25, 67 and 81 to 84, schedules 1, 18, 22 and 23, and new clauses relating to microgeneration) - Clause 6 (10 May 2007)
Philip Dunne: To clarify, I voted against the smoking ban in public places. I agonised over that decision, as the Minister will understand, because it put into conflict two vital principles—the freedom of the individual and the desire to reduce smoking. I am afraid that the freedom of the individual won out on that occasion.
- Public Bill Committee: Finance Bill: (Except clauses 1, 3, 7, 8, 12, 20, 21, 25, 67 and 81 to 84, schedules 1, 18, 22 and 23, and new clauses relating to microgeneration) - Clause 5 (10 May 2007)
Philip Dunne: ...-trade in respect of the increased duties for beer. It is particularly pertinent this year given the substantial increase in costs that have been imposed on the on-licence pub trade by the ban on smoking in public places. Publicans up and down the country have had to invest significantly in their pubs to retain their volume of business. The evidence from other countries that have already...
- Royal Assent: Budget Resolutions and Economic Situation (27 Mar 2007)
Philip Dunne: ...the rates of corporation tax. It was not exactly a ringing endorsement from one of the Chancellor's closest political friends. I would characterise the Chancellor's speech as one in which he blew smoke in order to hide—or to use the colloquial term, to bury—bad news. He put up a mirror in an attempt to reflect the policies of my right hon. Friend the Member for Witney and steal...
- Royal Assent: Budget Resolutions and Economic Situation (27 Mar 2007)
Philip Dunne: ...during his tenure in office. I come now to the Chancellor's track record with the public finances over the past 10 years. The chief executive of the Forum of Private Business has talked about "smoke and mirrors" in respect of the Budget, and that metaphor is appropriate. We have heard this evening about the public debt and the Chancellor's stewardship of public borrowing. My right hon. and...
- Royal Assent: Budget Resolutions and Economic Situation (27 Mar 2007)
Philip Dunne: ...the Budget will produce in the first year by way of a tax cut. If he had not already announced the measure, he would not have been able to say that this was a tax-cutting Budget. He introduced a tax-raising measure three weeks before. Is that smoke or a mirror? I think that it is smoke. A large cloud of smoke has been blown all over the Budget by that measure. What does this mean? It means...

- Public Bill Committee: Finance (No.2) Bill: Clause 1 (9 May 2006)
Philip Dunne: ...are somewhat at odds with the Government’s stated policy. I welcome the proposed increase in line with inflation, but I am concerned. Recently, we in the House have advanced proposals banning smoking in public places on grounds of public health, and the Financial Secretary has argued that duty rates are being increased to discourage smoking on the same grounds. Why, then, are...
