Parmjit Dhanda: President-elect Obama has consistently opposed the war in Iraq since 2002, and he has made it his stated policy to withdraw all US combat troops by April 2010. That is a very significant policy change. Does my right hon. Friend consider it a change in which we should all believe?

Mr Parmjit Dhanda: I welcome what my right hon. Friend has said about Iraqi debt relief, but will he impress as strongly as he can on both the French and Russian Governments the need to ensure that the level of debt relief is significant? At the moment, Iraq is burdened by about £120 billion worth of debt so, if the relief is significant, it will make a real difference to normal men, women and children in Iraq.
