I do not wish to make a generalised criticism of the police, but is it right that plain clothes officers should circulate in gay clubs in London dressed in tight blue jeans, open-necked shirts, black shirts, black jackets, training shoes and a chain around their necks? Orders of the Day — Police and Criminal Evidence Bill: Powers of Arrest for Offences Contrary to Section 32 of the Sexual Offences Act 1956 (14 May 1984): Mr Stuart Bell: ...incite, encourage or consent to the commission of the offence. At present the onus rests on the court, because, if such evidence is brought before a jury, there may be an acquittal. Last summer six gay men were arrested in Earls court. They contested the charges before a jury. In five of those cases, it was concluded that the police evidence was highly unreliable, and they were acquitted....
