Mr Michael Weir: I accept the hon. Gentleman's point. The proposals for foundation hospitals give rise to serious issues that affect Scotland, Wales and Northern Ireland. For those reasons, we need more time to debate the measure both on Report and on Third Reading than has been provided under the programme motion, so we oppose it.
