Andy Sawford: I am Andy Sawford, chief executive of the Local Government Information Unit, a think-tank and membership organisation for local councils. We broadly support the Government’s commitment to localism and to devolving power. We have big questions about whether this Bill will achieve that vision.

Andy Sawford: The shadow Secretary of State and I recently visited Tresham college in my constituency of Corby and east Northamptonshire, where we met many apprentices who were not able to find work experience placements and, sadly, had little hope of local employment. What message of hope does the Minister have for those young people in my constituency?

Andy Sawford: To ask the Secretary of State for the Home Department what the (a) budget and (b) staffing level of the UK Border Agency was in (i) 2009, (ii) 2010, (iii) 2011 and (iv) 2012; and what its (A) planned budget and (B) projected staffing level is for 2013.
Andy Sawford: Given the abject failure of the payment-by-results programme that the Secretary of State introduced in his previous role as Minister with responsibility for employment, does he not recognise how incredibly worried people in Corby and east Northamptonshire will be that his new privatisation —the new payment by results—will be equally damaging for offender management?
Andy Sawford: I am a bit confused by the Minister’s point. Does she acknowledge that the new clause does not seek for the Government to intervene in the supply chain but rather for the adjudicator, who is at considerable arm’s length and will, we hope, operate independently, to do so? The status of that is entirely different.
