Mr Keith Hill: ...statutory rights were introduced under the Housing Act 1980 and subsequent housing legislation. Although there has been no specific strengthening of these rights since 1997, the Human Rights Act and Freedom of Information Act do confer additional powers for all sections of society, including council tenants.
