- Northern Ireland Assembly: Private Members’ Business: Rural Schools (17 Nov 2009)
Lord Morrow: I thank the Member for giving way. He raised a valid point about Irish-medium schools that I had intended to raise. It is no wonder that the Minister has a smile on her face. She has made special provision, for the sake of a better term, and she used different criteria. Can we not have the same innovative thinking, for the sake of a better term, to address the issue of rural schools?
- Northern Ireland Assembly: Private Members’ Business: Rural Schools (17 Nov 2009)
Lord Morrow: The DUP came to the Chamber today with the idea of supporting the SDLP motion, but, regrettably, the SDLP has incorporated the amendment into its motion, which rules out our support. We intend to test the opinion of the House on the issue, as we cannot support the amendment. The Member from the Alliance Party who proposed the amendment said that he did not have a problem with the motion, so...
- Northern Ireland Assembly: Private Members’ Business: Rural Schools (17 Nov 2009)
Lord Morrow: The Member must have a different Order Paper to me. His amendment is listed clearly on the Marshalled List of amendments, and it is listed as “Amendment 1”. Perhaps, he will take another look and conclude that is not me who is confused but someone else, but that is a side issue. The debate can be useful, although I am not sure that it will come to any great conclusions. As Members...
- Northern Ireland Assembly: Regional Development: A29 Passenger Transport (16 Nov 2009)
Lord Morrow: The Minister has touched on the question that I wish to ask about rural transport. Does the Minister meet Translink regularly to ascertain the current, and future, position on transport in rural communities? I hope that the Minister agrees that rural communities must be given due consideration in the drawing up of timetables and routes.
- Northern Ireland Assembly: Assembly Business: Suspension of Standing Orders (16 Nov 2009)
Lord Morrow: I beg to move That Standing Orders 10(2) to 10(4) be suspended for 16 November 2009.
- Northern Ireland Assembly: Executive Committee Business: Consideration Stage (10 Nov 2009)
Lord Morrow: On a point of order, Mr Deputy Speaker. It is becoming a very cold House for unionists. I am not sure whether that affects the whole House, but it affects the unionist side. Could we have that matter dealt with?
- Coroners and Justice Bill: Third Reading (5 Nov 2009)
Lord Morrow: My Lords, I want to make a few observations on this matter. I have noted that the noble Lord, Lord Lester, said that he does not intend to divide the House on this issue. However, I would like to make a few brief remarks. In my opinion, the amendment has a secularising agenda. Before the blasphemy law was repealed in England, the Government held a consultation with the Church of England. I am...
- Policing and Crime Bill — Report (1st Day) (Continued) (3 Nov 2009)
Lord Morrow: My Lords, I wish to express opposition to Amendments 20 to 25, particularly to Amendments 23, 24 and 25, as they impact directly on Northern Ireland. I wish to express my support for Clause 15 of the Policing and Crime Bill, which makes it an offence in Northern Ireland for someone to buy sex or try to buy sex from someone subjected to force. Increasing demand for paid sex is a matter of...
- Northern Ireland Assembly: Regional Development: A5 Dual Carriageway (19 Oct 2009)
Lord Morrow: I have listened carefully to what the Minister has said about the proposed A5. Will he give an assurance that all issues will be looked at carefully, in particular the alternatives to the preferred route that have been suggested? I am thinking in particular of the section from Aughnacloy to the Ballygawley roundabout.
- Northern Ireland Assembly: Private Members’ Business: Personal Protection Weapons (19 Oct 2009)
Lord Morrow: At the moment, we do need them. I think that my time to speak is up. The debate stood suspended.
- Northern Ireland Assembly: Private Members’ Business: Personal Protection Weapons (19 Oct 2009)
Lord Morrow: I do not know whether it has been made clear, but my colleagues and I will be supporting the motion and not the amendment. It is unfortunate that the amendment has been tabled, because it attempts to cloud the real issue and not look at it from the proper perspective. It is worth repeating that events have caught up with the motion. The Chief Constable has commissioned another review. The...
- Northern Ireland Assembly: Private Members’ Business: Personal Protection Weapons (19 Oct 2009)
Lord Morrow: It is a long established fact that only a very small number of Roman Catholics were in the RUC. If the Member is saying that that was because Catholics were threatened, she is absolutely right — they were threatened by the Provisional IRA and others to ensure that they would not join the RUC. That resulted in an imbalance in the RUC, but that is not the issue that we are discussing. We...
- Northern Ireland Assembly: Matters of the Day: Car Bomb in East Belfast (19 Oct 2009)
Lord Morrow: On a point of order. At one of our sittings recently, the deputy First Minister said to someone on these Benches: “I am not ‘the deputy’ … and don’t you ever forget it.” — [Official Report, Vol 44, No 1, p27, col 2]. I believe that that was quite unparliamentary, and I would like you to investigate that, also.
- Northern Ireland Assembly: Committee Business: Legislative Consent Motions (19 Oct 2009)
Lord Morrow: I beg to move That this Assembly approves the report of the Committee on Procedures on the inquiry into legislative consent motions. At the outset, I pay tribute to the staff and all the members of the Committee who assisted in bringing the report about. When the Committee on Procedures began this report in February this year, we always knew that the subject would not generate a particularly...
- Northern Ireland Assembly: Executive Committee Business: Consideration Stage (13 Oct 2009)
Lord Morrow: Further to that point of order, Mr Speaker. You are absolutely right: the Whips received notice. Are Members of this House not entitled to an explanation and perhaps an apology?
- Northern Ireland Assembly: Private Members’ Business: Catholic Church Services (12 Oct 2009)
Lord Morrow: Give him a chance.
- Northern Ireland Assembly: Private Members’ Business: Catholic Church Services (12 Oct 2009)
Lord Morrow: I suspect that he will.
- Northern Ireland Assembly: Private Members’ Business: Catholic Church Services (12 Oct 2009)
Lord Morrow: On a point of order, Mr Speaker. Is it now practice in this House that, when a Member does not turn up for a debate, one of his party colleagues is called in his place? That is in sharp contrast to what happened to one of my colleagues when he was about 45 seconds late for a debate.
- Northern Ireland Assembly: Private Members’ Business: Assisted Suicide (12 Oct 2009)
Lord Morrow: I support the motion. Some interesting comments have been made, not least the confusing ones, particularly Mr Kinahan’s. I could not make up my mind, and I suspect that he could not either, whether he supports the motion, is against it or is neutral on it. Perhaps some day he will tell us. I agree thoroughly with the view that has been expressed that human life is God given and can be...
- Northern Ireland Assembly: Private Members’ Business: Assisted Suicide (12 Oct 2009)
Lord Morrow: I thank the Member for making that point. I could not agree with him more. I trust that the Assembly will take a long hard look at such issues when the day comes for it to make a decision. Now, we can see the extent to which legislation that was introduced to accommodate difficult cases has been abused. Much more could and should be said about that. I see that my time is nearly up. Some...
