- Closed Circuit Television (Monitoring and Promotion) (27 Oct 2009) has video
Tom Harris: I beg to move, That leave be given to bring in a Bill to impose a duty on public bodies to co-operate with the police and specified local authorities on the use of closed circuit television; to require certain users of CCTV to provide specified information to the police; to require insurance providers to promote the use of CCTV systems; and for connected purposes. There has been and continues...
- Oral Answers to Questions — Justice: Issue of Writ (21 Jul 2009)
Tom Harris: The hon. Gentleman was perhaps unaware that, contrary to the tradition according to which the Speaker stands unopposed by other parties, Michael Martin was opposed in 2001 and 2005 by the Scottish National party. Those were contested elections. However, the hon. Gentleman was in the House when I was not in 2000 when Betty Boothroyd stood down. Did he object to the Government's moving the writ...
- Oral Answers to Questions — Work and Pensions: Employment (Benefit Claimants) (29 Jun 2009) has video
Tom Harris: What recent assessment she has made of her Department's performance in moving people from economically-inactive benefits into employment.
- Oral Answers to Questions — Work and Pensions: Employment (Benefit Claimants) (29 Jun 2009) has video
Tom Harris: High levels of economic inactivity inevitably mean high levels of poverty, particularly child poverty. Over the past decade in Glasgow, we have seen incremental reductions in the number of people claiming incapacity benefits, but if that incremental approach continues, we are going to see those levels of poverty inflicted on yet another generation. Does my right hon. Friend share my...
- Oral Answers to Questions — Prime Minister: Engagements (20 May 2009) has video
Tom Harris: A business woman who owns and runs a small manufacturing company in my constituency came to see me last week to complain about the attitude of banks in lending to businesses such as hers. Does the Prime Minister understand that public support for the banking bail-out will entirely evaporate unless banks are seen once more to be lending to the small and medium-sized companies on which this...
- Oral Answers to Questions — Transport: Topical Questions (14 May 2009) has video
Tom Harris: Will the stations champion have responsibility for defending the legitimate rights of train-spotters? There is a serious civil liberties issue, as train enthusiasts have been impeded by station staff and prevented from pursuing an interest that is at least harmless, and at best can add to the security of a station.
- Pension Credit and Personal Expense Allowance (Duty of Consultation and Review): New Clause 11 — Guidance on offences that involve hatred on grounds of sexual orientation (24 Mar 2009) has video
Tom Harris: I am delighted that so many colleagues have taken their places to listen to my short contribution. I am in a very unusual position. I am speaking against the Government for the first time since I became a Member in 2001 and face the prospect of voting against the Government on a three-line Whip, which I have never done before. In a sermon in 2006, the Roman Catholic archbishop, Mario Conti,...
- Pension Credit and Personal Expense Allowance (Duty of Consultation and Review): New Clause 11 — Guidance on offences that involve hatred on grounds of sexual orientation (24 Mar 2009) has video
Tom Harris: It seems to be very curious logic to say that because the House voted one way at some point in the past, that somehow binds the House today to vote in exactly the same way. Could not Members change their mind at some point?
- Food Labelling Regulations (Amendment): New Clause 1 — Jobseeker's allowance (17 Mar 2009) has video
Tom Harris: The hon. Member for Edinburgh, West (John Barrett) makes a valid point, but the fact that a claimant is not entitled to receive benefits does not preclude them from making a claim. My hon. Friend the Member for Bradford, North (Mr. Rooney) is right to say that many of the former Woolworths employees did not claim benefit, whether or not they were entitled to receive it.
- Food Labelling Regulations (Amendment): New Clause 1 — Jobseeker's allowance (17 Mar 2009) has video
Tom Harris: Will the hon. Gentleman clarify something for me? He said a few moments ago that his party will have to consider its position, but a few seconds later he said he wanted a Division on it. Does that mean that in those few seconds he has considered his party's position and decided that the party is against it?
- Food Labelling Regulations (Amendment): New Clause 1 — Jobseeker's allowance (17 Mar 2009) has video
Tom Harris: My hon. Friend started her comments by explaining that the new clause was motivated by a concern for people who have lost their jobs as a direct result of the recession. Does she envisage some sort of sunset provision for the new clause? When, inevitably, we move to a period of economic growth and there are more jobs in the market, the new clause will not have its current force.
- Opposition Day — [3rd Allotted Day]: Government Capital Expenditure (2 Feb 2009) has video
Tom Harris: Will the hon. Gentleman give way?
- Opposition Day — [3rd Allotted Day]: Government Capital Expenditure (2 Feb 2009) has video
Tom Harris: I am grateful. The hon. Gentleman has explained in careful detail what his party is against. The only policy that he has come up with in order to alleviate the current recession is a loan guarantee scheme. Is there anything else? Is that it? Given that his party has fulminated against the problem of debt, is the only solution that he is offering a system of lending people more money?
- Opposition Day — [2nd Allotted Day]: Heathrow (Third Runway) (28 Jan 2009) has video
Tom Harris: May I begin on what might be interpreted as something of a sour note? I am glad to see that the hon. Member for Lewes (Norman Baker) is back in his seat, because he finished his speech on a note that I think was unworthy of him, by suggesting that anybody who disagreed with his view on Heathrow and the third runway must be in the pocket of BAA. That was the clear inference of his remarks. He...
- Opposition Day — [2nd Allotted Day]: Heathrow (Third Runway) (28 Jan 2009) has video
Tom Harris: I am grateful for that intervention. A number of colleagues on both sides of the House have raised some criticisms of the Government for not holding a formal vote on Heathrow's third runway in the Commons, in Government time. That issue was initially raised by the hon. Member for Putney (Justine Greening). I intended to intervene, but I generally try not to intervene on Back Benchers when...
- Opposition Day — [2nd Allotted Day]: Heathrow (Third Runway) (28 Jan 2009) has video
Tom Harris: If I had time I would go into another definition—that of a Conservative Opposition day motion, which is entirely different from an early-day motion. I have no doubt that those who are speaking against the third runway, particularly those with a constituency interest, are doing so from entirely genuine motives. I thought that the hon. Member for Uxbridge (Mr. Randall), in particular,...
- Opposition Day — [2nd Allotted Day]: Heathrow (Third Runway) (28 Jan 2009) has video
Tom Harris: My hon. Friend says that they may have flown back to Scotland, but I believe that the Scottish National party is completely at odds with the Scottish business sector, and does not represent Scotland's best interest in this issue. When the Government announced the go-ahead for the third runway, Iain Ferguson, CBI Scotland's policy executive, said: "There has been an increase in the number of...
