Lembit Öpik: I agree that targets should not be enshrined in legislation. Does the right hon. Gentleman agree that a classic case in point is the mandate from the Government to the banks to lend more? Despite all that enormous pressure, the banks still are not lending enough to small businesses. Changing the law will not change that attitude.
