Prevention and Suppression of Terrorism: UK Manufacturing (9 Jul 2009) has video

Fraser Kemp: Does the Minister think that an excellent example of how traditional industries can modernise for the future can be found in the motor industry and the investment in low-carbon cars that has been considered. Nissan, in my constituency, is one organisation that is looking closely at producing the next generation of low-carbon cars, and a decision is expected on that shortly. Does he think that...

Bill Presented: Carers (11 Jun 2009) has video

Fraser Kemp: Of course we all welcome training for professionals in the field. In common with many other hon. Members, I met some carers in my constituency on Friday. One of the issues that came up was training for carers, not the professionals. One constituent said that she had gone on a training course that had dealt with the particular complex issues affecting her son. She said that she could not...

Bill Presented: Carers (11 Jun 2009) has video

Fraser Kemp: With the best will in the world, Members of Parliament will have met, and national carers week will have involved meetings with, a minuscule number of carers. Millions of carers out there have a sense of isolation because of the 24/7 nature of the caring that they do. Any investment in technology that will link and bring people together, so that they can get over the sense of isolation, is...

Oral Answers to Questions — Prime Minister: Engagements (18 Mar 2009) has video

Fraser Kemp: Six months ago today, a constituent of mine, Claire Walker, died of cervical cancer. She was 23 years of age. Will the Prime Minister join me and Claire's family, friends and supporters who are campaigning in London today in wholeheartedly welcoming last Friday's announcement that there will be a full, independent and comprehensive review to consider the urgent case for the reintroduction of...

St. Helena (Airport) (17 Mar 2009)

Fraser Kemp: Will the consultation bear in mind that the huge figure quoted in headlines would not be paid up front, but could be tranched over a number of years? It is important that the consultation considers that and other economic factors. For example, it will cost £10 million to fit RMS St. Helena with two new engines. Furthermore, it would be helpful if the Minister could indicate when we can...

St. Helena (Airport) (17 Mar 2009)

Fraser Kemp: I congratulate my hon. Friend on introducing the debate. Does she share my concern about the fact that the hospital has been unable to use a scanner for a number of months because of the difficulty in getting an engineer from Siemens—the company that provided the scanner—to look at it? That is another example of how the lack of access impacts on every walk of life, whether in...

Women and Equality: Automotive Industry (27 Jan 2009) has video

Fraser Kemp: The car industry and its work force at Nissan in my constituency and throughout the United Kingdom have had to face the consequences of a dramatic downturn. I want to ask two questions. First, while I realise that the Minister cannot name a time, may I urge him to ensure with the utmost speed that Mervyn Davies presents specific proposals on car financing? Secondly, will the Minister commit...

Petitions: Cervical Cancer Screening (17 Dec 2008) has video

Fraser Kemp: Earlier in the Minister's contribution, when she referred to the advisory committee, she used the word "may" cause harm and she has also said "can" cause harm. I am worried that there does not appear to be a definitive view. That is why I would like the Minister to look at the evidence. "Can" and "may" can be made definitive if we examine evidence in Scotland and Wales.

Petitions: Cervical Cancer Screening (17 Dec 2008) has video

Fraser Kemp: I thank my hon. Friend for giving that commitment to look at the evidence that has been produced and for the commitment to involve some of the charities. That will give great satisfaction to many people who are concerned about the matter. I genuinely welcome the commitment that my hon. Friend has given from the Dispatch Box.

Petitions: Cervical Cancer Screening (17 Dec 2008) has video

Fraser Kemp: Let me repeat that I spoke to Claire's mother, Lyn, over the weekend, and she told me the very moving story of a young woman who, after reading about what Claire had gone through and about Claire's death, discovered that she herself had cervical cancer, and she is now receiving treatment for it. Even in death, Claire Walker continues to do what she did in life, and that is to help others....

Petitions: Cervical Cancer Screening (17 Dec 2008) has video

Fraser Kemp: Thank you, Mr. Deputy Speaker, and I am grateful to Mr. Speaker for giving me permission to hold this debate on the Floor of the House of Commons. I shall begin by praising the success over the past few decades of the cervical cancer screening programme, and all those who have worked in it. They have saved many lives but, despite that success, cervical cancer still kills 1,100 women every...

Consolidated Fund Bill: Electoral Commission (Appointment and Remuneration of Chairman) (17 Dec 2008) has video

Fraser Kemp: We heard earlier lots of analogies from the private sector. In the private sector, incentives and performance-related pay may be used. The hon. Gentleman listed some of the objectives of the commission. Would he support a system whereby, during the period of office, performance-related pay would apply if certain key criteria laid down by Parliament were met?

Motor Industry (17 Dec 2008)

Fraser Kemp: Will the hon. Gentleman give way?

Motor Industry (17 Dec 2008)

Fraser Kemp: Many Members will be concerned to hear that the reduction in VAT is pitiful. When it comes to car manufacturing it represents hundreds and hundreds of pounds. It is not a pitiful amount to people looking to buy a new car. I can understand that it will be pitiful for small items, but not when it is worth hundreds of pounds.

Motor Industry (17 Dec 2008)

Fraser Kemp: I congratulate the hon. Member for Romsey (Sandra Gidley) on securing this important and timely debate. I recognise the time constraints, Mr. Cook, and I will try to keep my remarks very short. My constituency has the highest concentration of motor manufacturers of any constituency in Britain. That is because of the Nissan car plant, which is a great source of pride for those who work there...

Petitions: Northern Rock (16 Dec 2008) has video

Fraser Kemp: I wish to present a petition submitted by my constituent, Linda Lewis, and signed by 73 other constituents who are shareholders and supporters of Northern Rock. The petition calls for the reassessment of the terms of reference given to the valuer appointed to deal with Northern Rock. I hereby submit the petition. Following is the full text of the petition: [The Petition of small...

Debate on the Address: Health and Education (11 Dec 2008) has video

Fraser Kemp: I talked to the head of children's services in my local authority, and a key point that they wanted to communicate to me is that in some high-profile cases, but not in the case of baby P, those who cause abuse deliberately travel around and move to different areas so that it is hard for the record system to follow them. Does my hon. Friend agree that we need to consider the issue of people...

Debate on the Address: Health and Education (11 Dec 2008) has video

Fraser Kemp: My hon. Friend mentioned the right to training. Soon, millions of workers in Britain who did not fail themselves but who were failed by the education system in past generations will have the opportunity to demand and expect extra training. Does she agree that it is essential that education does not stop at 18 or 21, and that the millions of people out there who did not have the benefits of...

Debate on the Address: Health and Education (11 Dec 2008) has video

Fraser Kemp: I have considerable sympathy with the earlier remarks that the hon. Gentleman made in his capacity as Chair of the Public Accounts Committee. However, I am slightly confused about one thing. The earlier part of his speech was about the Secretary of the State and others in Departments ensuring that we get cost-effectiveness and efficiency in public services, which is right. Yet, in the second...

Debate on the Address: Health and Education (11 Dec 2008) has video

Fraser Kemp: If that spending was not matched by other political parties, has the Secretary of State made any estimates of the impact on the health and well-being of my constituents and those of many other hon. Members?
