[Hugh Bayley in the Chair] — Health Inequalities (12 Nov 2009)

Hugh Bayley: Despite the uncertainty about the time available, I think we have had a good debate about an important issue. I thank all hon. and right hon. Members who participated for exercising enough restraint to ensure that everybody who wanted to speak was able to do so. Question put and agreed to Sitting adjourned

[Hugh Bayley in the Chair] — Health Inequalities (12 Nov 2009)

Hugh Bayley: Order. I remind hon. Members to concentrate on the issue of health inequalities.

[Hugh Bayley in the Chair] — Health Inequalities (12 Nov 2009)

Hugh Bayley: Order. Let me say for the benefit of hon. Members that I am also taking what soundings I can. I do not think that the debate is likely to end imminently, but I would be surprised if it went anywhere near half-past five. That said, I do not want to curtail what anybody wants to say, and I am sure that we all want to hear what all three Front Benchers have to say.

[Hugh Bayley in the Chair] — Health Inequalities (12 Nov 2009)

Hugh Bayley: We expect the House to prorogue at about 4 o'clock, and the rules state that when the House prorogues, the proceedings in Westminster Hall finish immediately. I see that quite a number of hon. Members will be seeking to catch my eye during the debate, so I ask colleagues to bear in mind the likely time constraint.

[Hugh Bayley in the Chair] — Health Inequalities (12 Nov 2009)

Hugh Bayley: That is not a matter for the Chair. It is, of course, open to the usual channels to discuss future business in the new Session of Parliament. We are lucky to have one and a half hours, so let us make the most of the time available.

Business, Innovation and Skills: Business Investment (Yorkshire) (12 Nov 2009)

Hugh Bayley: What steps his Department is taking to promote investment in businesses in Yorkshire.

Business, Innovation and Skills: Business Investment (Yorkshire) (12 Nov 2009)

Hugh Bayley: York is performing better than many other cities in the economic downturn. We have a lot of vigorous private sector businesses, but they need help not just with investment, but with exports and in building up their skills base through training. To what extent is Yorkshire Forward focusing on those needs?

Oral Answers to Questions — Transport: High-speed Rail (22 Oct 2009) has video

Hugh Bayley: What assessment his Department has made of the economic effects of the introduction of a high-speed rail line via Yorkshire.

Oral Answers to Questions — Transport: High-speed Rail (22 Oct 2009) has video

Hugh Bayley: It is good to see the Government taking action to promote high-speed railways, but when Network Rail published its report in August favouring the north-west over Yorkshire and the north-east, did the Minister of State notice, as I did, that it had failed to conduct the same economic analysis of the benefits of the north-west route and the Yorkshire route? Will he confirm that the Government...

Oral Answers to Questions — Transport: Topical Questions (22 Oct 2009) has video

Hugh Bayley: This week, two conservative think-tanks have proposed getting rid of the pensioners' concessionary bus pass. Would a Labour Government guarantee the House that they would not do that?

Opposition Day — [19th allotted day]: Climate Change (Political Response) (21 Oct 2009) has video

Hugh Bayley: I shall ask a question that I asked of Conservative Members. Earlier this week, the Commission decided that it would not sign up to the 10:10 commitment. The hon. Member for North Devon (Nick Harvey), who speaks for the Commission in the House, is a Liberal Democrat. Did he support the Commission's view?

Hugh Bayley: Will the hon. Gentleman give way?

Opposition Day — [19th allotted day]: Climate Change (Political Response) (21 Oct 2009) has video

Hugh Bayley: I am surprised that nobody has mentioned the fact that the House of Commons Commission, which is responsible for the carbon emissions from this building, considered this very matter at a meeting earlier this week. The minutes say: "The Commission agreed that it could not sign up to the 10:10 campaign, but would explain that it planned to set meaningful and deliverable targets for 2010/11."...

Hugh Bayley: No, there is not a Labour majority.

Oral Answers to Questions — Prime Minister: Afghanistan and Pakistan (14 Oct 2009) has video

Hugh Bayley: I ask the Prime Minister to maintain a close interest in the poppy cultivation problem. Such cultivation funds the insurgency, and the heroin produced wreaks havoc on the streets of our country. What progress is being made in reducing the amount of poppy cultivation in Afghanistan?

Oral Answers to Questions — Children, Schools and Families: Topical Questions (12 Oct 2009) has video

Hugh Bayley: York has done well on capital funding for schools, gaining about £12 million a year under the Labour Government, compared with less than £1 million a year under the Conservatives. However, we still do not yet have a date for joining the full Building Schools for the Future programme. Will the Labour Government continue Building Schools for the Future if they win the general election?
