I am glad that Henry Smith asked this question because full cost recovery in meat inspection could have the effect of further reducing the number of abbatoirs, with adverse consequences for animal welfare.
It is already the case that animals are transported hundreds of miles to abbatoirs and such transport is extremely stressful. Large abbatoirs also tend to be more stressful than the small, more local abbatoirs squeezed out of business by high inspection charges and compliance costs.
