I have a lot of sympathy with many of the hon. Lady’s arguments. I will say more later in the debate, but first, can she say how many families she thinks that the amendments would affect? Secondly, is she not concerned that, if her amendment were accepted, there would be a perverse incentive for children somehow to be considered as vulnerable, either by authorities or through the families’ actions? In other words, if it enables someone to stay in a house, it is a good idea for the children to be vulnerable. Does she not understand that that could be a perverse way of gaming the system?
