Are you aware of particular expenditure that may need to be met at around that age, because while I can see your argument about the lack of evidence in terms of the ability to plan, none the less, an asset at the age of 18 has the potential to enhance social mobility by enabling people at a certain point in their life cycle to make certain choices.
