There is no secret; it is all laid out in the Bill. As I keep saying, and as the Bill keeps saying, Monitor is moving from being the regulator of foundation trusts to being the economic regulator within the modernisation of the NHS. That is quite clear and there is no secret. I am slightly surprised that the hon. Gentleman has even raised it.
