It might be unlikely that the Government would want to do such a thing, but I might want to get myself on the Statutory Instrument Committee and argue that the provision should be limited to the Post Office. If that happens, I do not want my hon. Friend to stand up and say, “Oh, you can’t do that under the legislation—it would be challenged by the banks.” I am simply asking him whether he is confident that it could be restricted to one of those categories of organisation if it were the will of Parliament to do that in the future?
