We are discussing an essentially hypothetical point. One of my objectives over recent months has been to encourage the banks to offer saving gateway accounts. Some of banks view these accounts as marginal. The situation that my hon. Friend poses is not likely to arise, but there would be flexibility under the secondary legislation to do what he wants in the unlikely event that the Government consider that an appropriate thing to do.
