This is a pretty important point about the ambit and scope of the clause. Is the Minister saying that the clause will cover only the possession of sealed bottles, or is it wider than that? Obviously, if a bottle is unsealed it could potentially link to consumption indirectly, because people are in possession of alcohol so they can consume it. That was the point I was trying to make.
