Clause 13
Policing and Crime Bill
1:15 pm

Roberta Blackman-Woods (City of Durham, Labour)
The hon. Gentleman is making an interesting argument. Will he reflect on the fact that the Bill tries to shift the responsibility for using the services of a prostitute who has been forced into prostitution, for which there might be a range of reasons, from the prostitute to the man who purchases her services? It tries to do that in a way that is not overly complex, but what he is arguing for would introduce an area of complexity in relation to what is and is not reckless.
