It is not our intention to criminalise women in that situation. If a woman has been trafficked for sexual exploitation, it is clear that the person who trafficked her has committed an offence. We are adding to that the strict liability offence of paying for sex with that woman. In such situations, if a woman has been trafficked for sexual exploitation, she is not a criminal, but a victim.
