I understand and accept your guidance, Mr. Gale. I seek not to reopen the debate, but to place on record what I believe is best for the Bill. I have done that and, following your guidance, I believe that clause 2 should stand part and that subsequent amendments should be made on Report to reconcile the Bill with itself. That was what I was attempting to recommend.
