We will support the amendment, principally because a clause that supports community involvement, such as clause 72, needs to use more circumspect language. It is inappropriate to use a phrase such as “have an interest” in that context, because it refers to a value judgment of an interest that someone might have. An interest can have one meaning for one person and a different meaning for another person. The definition and terminology are too loose, and for that reason alone we are minded not to support the clause.
