The hon. Gentleman is highlighting another important distinction to be made between delegated and devolved decision making. It seems that a lot of the RDAs are simply implementing Government policy, which is a delegated process, rather than giving discretion to local authorities to decide what resources are spent on and how the decisions are taken.
