If the hon. Gentleman wants to build in a safeguarding mechanism, would it not have been more sensible to propose a weighted vote that depends on the proportion of the population of the region represented by each local authority? That is analogous to the European Union objective. That would be a forum for renegotiation, but there would have to be links between rural and urban areas to force it to happen.
