The right hon. Gentleman is making an interesting point about city regions. The Governments agenda has been to focus all kinds of policy and activity on a city region and it would make sense if the clause reflected that. However, what the clause could also do, if it were framed in that broader way, would be to allow a more rural alternative to the city regions to develop. At the moment, we have clear policy for city regions and a complete absence of policy for everything outside them.
