I welcome hon. Members to the Committee. Before we begin consideration of the Bill, I need to make a few preliminary announcements. Members of the Committee can take off their jackets if they wish. That is quite in order. It is not in order to have mobile phones or pagers on during sittings, unless they are switched to silent mode.
