I am grateful to the Minister. I understand the problem of consultation overload, and I recognise that, for understandable reasons, some people think that consultation is often an excuse for inaction. I particularly asked not only about green NGOs, but organisations concerned with fuel poverty. It is not my experience that either of those groups resent being consulted, and I hope that she will confirm that they will be consulted in this case.
