As I said, the amendment is probing. It would have been better for clarity if the Government had come up with a different term, to prevent confusion and to ensure that taxpayers understand the Government’s aim exactly. Given that the Government do not wish to move on this, however, I beg to ask leave to withdraw the amendment.
