The Minister is being very generous in giving way. My question is not so much about the Urals here. My question is why split Russia but not Canada or the US? Russia covers 11 time zones, Canada six and the US seven. Surely it would be possible to do some kind of split in those two countries, given that a flight from London to Honolulu is more than twice the distance of a flight from London to Boston.
