Although I do not disagree broadly with what the hon. Gentleman has to say, does he recognise that there is a question of certainty? One reason why there is an increasing move towards ever higher property taxes—and taxes on work, as he puts it—is that they at least provide a degree of certainty. One of the difficulties of trying to encourage or discourage particular behaviour is, of course, that the tax base dissipates—which is in some cases the very aim of bringing in the tax in the first place.
