Does the right hon. Gentleman believe that high earners in the UK are a more internationally mobile group than those in the United States? Comparisons are often made between this country and Sweden, which has a higher tax rate. Does he accept that if an economy depends on internationally mobile people to a larger extent, greater care has to be taken with the higher tax levels?
