It may have been unclear—or perhaps not great in clarity. I think the point made by the IFS is that the 0.35 ratio is roughly the same rate that is used for the general population. Why should higher earners be held to have exactly the same propensity to avoid tax as the general population, when precisely the opposite appears to be the case?
