It says that an authority must have regard, but it does not say whether that regard has to translate into action. It does not say how you will look at what effect the legislation has had. If it is meant to be beneficial in reducing the socio-economic gap, how will the legislation help us to look at that retrospectively? I cannot see where it will be effective. Perhaps I have missed something.
