Does the hon. Gentleman agree with Sir Mark Walport, who said that he never envisaged that clause 152 would deal with medical records, and that he expected a separate scheme especially for medical records? The fact that observers fear that medical records could go willy-nilly everywhere under the clause shows that it is too widely drawn and needs restricting. Does the hon. Gentleman accept that the present group of amendments does not quite meet the objections that Richard Thomas disclosed to us in his evidence, and in his memorandum that we have received since then?
