I have not spoken with Ministers in the Scottish Parliament, but officials have been in contact with them, and my understanding is that they are satisfied with the way in which the provisions have been developed. I ask my right hon. Friend to withdraw his amendment, and I shall reflect further to see whether it is necessary to put in the Bill the suggestions made by him and the hon. Member for North-West Norfolk.
