I share, appreciate and commend the hon. Gentleman’s commitment to localism, which is absolutely right, but I wonder whether he shares my concern. I made the point during the evidence sessions that we have some dreadful local authorities that need a central mechanism and measurement process to ensure that they do what we ask of them.
