If we take the example of Crossrail—I am sorry to go back to it, but it is the only concrete one we have—there was clearly detailed discussion with representative business bodies. Their support was secured. The only evidence we have of a concrete project shows that the public authority did not cynically use the absence of a ballot to push through its plans.
