The hon. Gentleman is asking a perfectly valid question. Presumably, the new clauses would, among other things, entitle a group of people to benefits earlier than they would be entitled under the Government’s proposals. I shall ask him the question that he asked me a few minutes ago: what costings will be involved and what will be their effect?
