I must confess that I had a similar reaction when I first thought about the clause, but does the hon. Gentleman agree that a policy that addresses all the issues of a young offender—housing and education, for example—is probably best brought together at local level and in conjunction with the children’s trust? If we parcel it off to the YPLA, I am a little concerned that we will not get the other connections right.
